Pat Russell currently serves as the lead Microsoft .Net software developer/architect
for several web-based applications custom-built for state agencies. He has more than
20 years of experience in application software development, building tiered desktop
applications, web applications, and web services. Before joining the Institute of
Government in 2009, he served as a web application architect for both a credit card
processing company and a car insurance company, a lead software engineer for a procurement
software company, a senior IT auditor for the Florida Office of the Auditor General,
a senior business systems analyst for a credit card transaction processor, and a senior
programmer/analyst for a health insurance company.
